The United Kingdom and the United States have concluded a landmark commercial pact that will ensure zero levies on British drug products being sold in the US market.

The Terms of the Deal

Under the terms of the agreement, the UK has agreed to raise spending on pharmaceuticals through the National Health Service (NHS). This move ensures that import taxes on these key products will remain at nothing for a period of 36 months.

This deal is in response to recent statements to hike tariffs on patented pharmaceutical imports, with increases floated reaching double the cost.

"This arrangement between the United Kingdom strengthens the worldwide climate for innovative medicines and establishes much-needed equity to transatlantic drug exports," a statement noted.

Commercial Importance

Drugs represent one of the the United Kingdom's biggest goods shipped to the US, which is easily the biggest buyer for large companies like GSK and AstraZeneca.

Trade data show that in the 12 months prior to September, the UK sold pharmaceutical products worth over eleven billion pounds to the US. This amount represented 17.4% of all goods exports in that timeframe.

"This deal safeguards jobs, stimulates capital expenditure and paves the way for the UK to become a global hub for life sciences," a minister remarked.

Detailed NHS Changes

The agreement includes several notable commitments from the British government:

  • Price Threshold Increase: The UK will lift the affordability limit at which it judges new medicines to be too expensive by 25%.
  • Higher Drug Budget: There is a aim to double overall health service expenditure on drugs from 0.3% of the national economy to 0.6% over the following ten-year period.
  • Refund Ceiling: The sum manufacturers must return to the NHS to control costs will be limited at 15%. Previously, rebates topped 20%.

Industry Background

This agreement takes place against a protracted dispute between the pharmaceutical industry and the British authorities over spending levels and NHS adoption.

These tensions were intensified by assertions that American customers were paying significantly more for the equivalent treatments than consumers in the Britain and the EU.

Recently, several significant manufacturing plans in the UK have been paused or abandoned, while multi-billion-dollar investments have been directed toward projects in the United States.

One official publicly accepted that the NHS must increase expenditure on treatments, noting that its spending on drugs had decreased as a share of its resources over the previous ten-year period.
